You often get them when you purchase hosting from a hosting company. Alternatively you could google "adwords voucher" and see what you can find.

Not sure about elsewhere but most UK based hosting companies offer free adwords vouchers of varying amounts when purchasing hosting which is nice.

I get them from hosting with Godaddy, if that helps you.
