You can download and install a lot of custom Blogger templates, so I would search around and find something related to your niche.
Failing that simple templates tend to load faster.

Talking about what template to use in blogger well it really depends on your niche. You can search on blogger templates on Google and there you can find a lot of templates to be used depending in your niche. So go and try to look for an attractive template for your blog.

It is up to your requirements; if any template fulfills your all requirements then it is the best. Pick it up. like You can choose 1 column, 2 column and 3 column templates.

I'm currently using Colibri and Integral. both are attractive and professional look cool templates.

I must say that the clean looking blogger templates with 3 columns - (I'm not sure about the template name) is good to use for it separates blog parts/widgets neatly

Any template will do. just add the meta title, description, keywords on your blogger html/css. you can edit it in templates section. if you want to add codes like widgets or tools, you can do it there too.

I will say that every template is good which is easy to operate and easy to navigate by users because some times you selct very complicated template which usually difficult to operate and navigate.

IMO, It depends on the theme and the niche of your site. You will find lots of templates which can be easily customized according to your needs.
