    You can link to any site without permission but you cannot use content from any site without permission. That means you can link to the same site Dmoz is linking to, even if you are linking to the exact same sites (no more, no less). You cannot, however, use any "descriptions" that Dmoz might have of those sites. You'd need to write your own.

    Yes I am pretty sure that you can link to their site without permission, but you can't use content from their site unless you get written permission.

    Linking back to their site is what every website wants :happy-f: Such backlinks are considered to be valuable from search engine point of view and most website's take special efforts to increase backlinks to their site. So there isn't any need to get permission from the site owner for that. Also, I'm sure no website owner would allow you to copy their content and post it on your site. This is considered as content duplication due which either your or the webmasters website would be penalized by Google.
