Not always, and incresingly it is becoming devalued in favor of on topic/thematic backlinks

Encourage your readers to join in the discussion and leave comments and respond promptly to the comments left by your readers to make them feel valued

Many blog don’t approve comments due to spamming, I don’t believe that increasing PR of a website through blog commenting is the right strategy. It would be more easy if we get links from high pr directories and publish quality content.

Commenting on blogs related to the subject or theme you project in your website is accurately one of the best strategies in the link building process. But this has to be validated because commenting on blogs is not just writing something just to gain a visitor's trust. If the content is irrelevant at all, then it the comment is non-sense (meaning, it is a spam).

This is the reason why other moderator's do not give their approval to some comments because they classified it as a form of spamming techniques.

Blog commenting is good. Yes, it drives traffic to your sites and can increase your site's page rank as well but due to the rapid growth of spammers out there, blog commenting becomes worthless.

Search engines tend to give blog commenting less and less importance due to the huge amount of spams that occur.
The best backlinks are the ones that come from authority sites within your niche.
