I haven't noticed these issues on my VPS's with CPanel or WHM at all. This must be an isolated issues with various other hosts who don't manage their servers right.

I also never experienced any such issues with my cPanel. I works very well.

Absolutely, there should not be any problem with cPanel, since, it is used worldwide and prefered more.
