What else can/should i add in the chat sections (topics/mods/etc..)??

Well one thing I would do is add the iTrader Mod for vBulletin. It's a great way for people to leave feedback for each other and gives you an idea of how reputable someone is, although not always.

You can add a instant messenger to contact the people whom place the ads if they are online and wish you do it that way.
