If i have a leased license and it expires, can i buy someone else's owned license and transfer it to mine with out losing my whole forum.

You would not loose your forum because your license has run out. You simply take a backup of the forum, buy an owned license, reinstall the software and import the database into the new install. I take it its vBulletin that we are talking about?
