You need to consider CMS to build Forum. There are multiple options available for this, like as phpbb, Drupal, Mambo, Joomla, etc........... And if you have a cPanel then you can easily install CMS for your website through Softaculous or fantastico.

You can install forums directly from your hosting provider if you have fantastico option ( via cpanel ). Phpbb and smfforum are for free. Also you will find free templates for them.

phpBB is open source and free. A lot of people use it to great results. Obviously I think the best software for forums out there is VBulletin. Of course the license costs money but it is well worth it if you want all of the advanced features. It is an industry standard I use as well.

phpBB is a good open source forum script. If you are planning for a paid script, I would recommend using vBulletin. IMO, vBulletin is the best script available for forums.
