What sort of forum is it? If it is one that is very unique you might have a better shot at populating it than one that has been done to death. Offer something that no other offers, give them a reason to want to use yours above others.
Well these are dicussion forums where people can discuss on various technical topics (list is huge). As my domain of working is technical i.e. Software Development etc. I think this is the reason I just think about technical issues. Anyways thanks for your reply but I was finding just the way to promote them. I know that there are several technical discussion forums are running already but I don't think that there are more options for me.

You can try putting it in your signature at forums you belong to. Also think of a contest to get people joining. If you can afford it, something of a techie nature would get people in. Some forums allow you to advertise a contest you are running. You might also consider getting a few feeds into different threads to build up some content if your software allows it. InfoWorld - Information Technology & Software News, Business Intelligence is a good one.
tekforums.com doesn't appear to be resolving so I can't see what software you chose.
Oops sorry I misspelled the domain names.

And I have installed Simple Machines Forum Software and for
AnAsp(dot).net I used the software called YetAnotherForum.
