Sounds just as vague as they always are with ranking information.

I'd have expected them to incorporate the amount of retweets into the equation somewhwere. Maybe Twitter doesn't have the means of getting that information? I don't know...wouldn't be hard to add in.

I imagine that once it comes out of beta it will evolve as time goes on. That's a good point though, just as blog posts with a lot of comments get a higher ranking.

It's possible that the reputable users are being manually seeded.
