My assumption would be yes, because even if it was opened in a new tab, it is still being opened under the same IP address and even the same internet browser which ever browser they used to open the new tab in.
Google is very smart and holds its ad revenue very dear, I am sure that they have paid their engineers and programmers lots of money to figure out any kind of work around that any regular joe could think of.
I am pretty sure Google can even find out what brand toilet paper you use, that is how far deep in people's asses google wants to be!
P.S. Google even recommended that if you use any of their advertisement programs, to not even visit your own site or look up your own site in it's Search Engine or risk being banned
