Shortly before Google update toolbar PageRank (PR) values, the PR values at various Google datacentres (big servers dotted across the globe that handle Google search queries) start to change. The PR values usually go down to zero before returning to their updated value, which may or may not be different from before. This shuffling of values is known as the Google Dance.

Well, it used to be pretty regular around every 3 months.
It's less regular now. Google is attaching less importance to PR, as I think we all are. It was a nice gimick while it lasted, but people quickly learnt how to manipulate it to suit their own needs.
It could happen any time.

It wasn't actually all about PR alone. However, as far as I know, Google dance is ceased to exist a few years ago. What it was is when there would be a single data push that synchronized all the DCs at once which puts rankings to all over the place and lasted for 3 days. That was the time when people used to see the same results, but not anymore.

Google dancing does not exist anymore...It is over for good
In the old days Google used to update its results periodically. During those updates, the SERPs would fluctuate, stabilise, fluctuate again, stabilise again... and eventually settle down (until the next update). This behaviour of SERPs was tagged as "Google Dance".
Since the introduction of "everflux" (ongoing "live" updates as we see nowadays), it no longer happens...
Google dance is a term used by SEO expert to explain the keyword ranking. It usually happened when your keyword ranking change in every day or every hour. But after indexing this problem ends so need only to keep doing backlinking with slow speed.
Changing in ranking rapidly. A normal scenario.
Every month Google update the index by recalculating the page rank of the website. The time during the dance is called as Google dance.
Google Dance is term used to report the time frame which Google used to rebuild its rankings this time periods called google dance, google dance happen 36 times per year,Google Dance takes place when there will be an upcoming Google update.

when google give the new ranking to sites and in this proses the sites shows on first page and after some time vanish in search even its call google dance i mean in the proses when site does not get stability in SERP position its call google dance.
Google Dance is an out-dated slang term used to describe the period of time in which Google used to rebuild its rankings, and as a result of this rebuilding, rankings of Web sites on Google's SERP may fluctuate in order during a several day period. The "Google Dance" would happen anywhere up to 36 times per year, however in 2003 Google begun updating its index on a weekly basis, which all but eliminated the Google Dance.

The name "Google Dance" is often used to describe the index update of the Google search engine. Google's index update occurs on average once per month. It can be identified by significant movement in search results and especially by Google's cache of all indexed pages reflecting the status of Google's last spidering. But the update does not proceed as a switch from one index to another at one point in time. In fact, it takes several days to complete the index update. During this period, the old and the new index alternate on Google. At an early stage, the results from the new index occur sporadically. But later on, they appear more frequently. Google dances.
