I worry that flash is just too 'loud' when used as a banner.

Yes price must be compulsory and you need to choose affordable price for it, After price we need to check its portfolio work.

Price is always the most important matter.One more thing we need to consider is the space consumed by the Flash media.Flash is more space consuming.So, depending on your site, you can use the Flash.But better to use when animation or video is essential.

WOW price is never the most important matter! Who need ugly banners which will keep away the visitors, even they are free. About the Flash as technology, media can be always embed to a external hosting, which will solve the issue with the size
