Does anyone have an idea as to the font this logo is using?

Ok I determined it is the font Democratica from myfonts.com at Democratica™ font family : MyFonts

Does anyone know where I can download this font for free? Or is this one of those fonts I actually have to pay for. I'm trying to get it from the customer, but a friend of a friend of a friend designed the logo and don't think i'll be getting it from them anytime soon.

I quickly checked a few places and they all seem to charge for it or front for a place that charges for it. It looks like you may have to bite the bullet and buy it, but, since it's for a client, you can turn around and bill it to them.

I hate having to buy fonts! I rarely use them!!

I agree. I always use a free font when designing a logo or site. With the 10,000 free fonts that are out there I am surprised any designer would buy fonts nowadays.
