Scripts are not necessary for building web sites as well as Javascript. A web site can be plain text in an HTML document even. Advanced sites will need Javascript at some point if they really want it and will always use a script of some sort; be it for a forum, blog, CMS, etc.

Scripts are essential for dynamic changes in the site and most of the sites are using java script for their uploading and it reduces page load time as it is dynamic

Java Scripts are necessary, if you have a form which require validation. For client validation java script has to be used.
