No, it doesn't mean that the content is duplicated, but it is better to submit different articles to various directories as it will be a plus to your site ranking.
Actually i just wanna clear my concept about content duplication. so if one article is being submitted in different article directories. would this be content duplication.
On the other hand when we do free directory submission at that time we are submitting the data picking from the site meta description.

I'm afraid so. If you submit an article in different sites Google panda update will consider those to be copy-past contents. And the sites that has been submitted will suffer.
So 'any content which does not pass Google panda update is a duplicate content.' lol

Duplicate content means you are copying content from someone site. which content already crawled by search engine. It's called a duplicate content. If you write content with good English knowledge and submit your content on some 4 to 5 article submission directories. That is good way for promoting site ...
i will give the easiest definition to duplicate content: "copy/paste".

I think if you copy any content ( i.e. article, blog, video ) from another site then it is consider as a duplicate content. It is consider as a spam. Because of spam your site may become banned you will not get the good page rank in the search engine.
