True, to a point. You must be sure that you are using directories that are actually worthwhile. Back when directory submissions first became an approach to link building, there was a mad dash to create new directories everywhere. This overwhelming number of directories simply diluted the strength of the link from that directory.
Be sure that the directory is still somewhat meaningful. Just because its a directory, doesn't mean its worth anything. If most of the submissions are spam sites, you might want to avoid it. If the directory will let anyone in with no screening, or just because you paid them a few dollars, the directory is most likely not going to pull any weight.
