Why you need to buy domain with PR?
For SEO point of view PR is not much important so no need to pay more for PR domain.
Just buy domain with your key word and start work on it.

Define what you mean by cheap? Any domain with PR that is for sale most likely won't be cheap anywhere.

Better buy a fresh domain and work hard on it. You can see the difference, and how well you work hard to that site in time. It's a good feeling that you worked hard yourself to gain that rank.
