Well def SEO I would prob invest 1k into article writing, 5k into link building over time, I would create a blog and outsources posts maybe buy 100 great link bait type posts and also put away money for social media promotion for those posts.
I would consider doing targeted banner advertising and set up a ppc campaign if i was selling a product.
I would also invest in other media such as having videos created and having viral marketing stuff created such as a free eBook to give away, host contests on blogs and man im sure id still have money left to do a lot of great stuff.

I would be tempted to spend a chunk of it on articles and ppc but would keep most of it in reserve.

Personally, I would test lots of different marketing methods with a very keen eye on which delivers the highest ROI. I'd then take the top 3 and focus all my efforts on them discarding the remainder.
The fact is for most of us marketeers we must test before we have proof. So my motto is to test small, fail fast. When you know you've tested something that's returning for you, roll it out big!

I would only spend on SEO and SEM. When I had a shop, I did spend around $30,000 on PPC. I did not spend anything on SEO, it was mainly done in house by ourselves. But perhaps I should have considered using an SEO company.
I would stay away from banners, popups and popunders and all these traffic packages. I once spent $1750 for a month for a banner on a highly relevant site and that resulted in one conversion. I have also used fastclick at 0.25c a click and there were only a few conversions.
If you sell a product, you should also set aside a certain amount for affiliate marketing.
Instead of having a fixed budjet, you should vary it according to the ROI.
Yeah, you should consider adopting SEO as part of your online marketing strategy.
I think rather than buying ad space or banner impressions I would use the money for grunt work. 25k would equal a ton of videos, articles, and submissions to social bookmarking, directories and others. I would perhaps attempt to find a website with very high PR that would be willing to sale a little space.
$25 for a year doesn't seem like very much. Would you--or have you--consider social media? You can definitely get some pretty good results for an affordable spend.
What are you marketing? Is it a product? A service? A website?

Buying link posts from high pr sites in your niche would have lasting pr effect!
If you give me 25,000$ budget for 1 year than i just hire one SEO expert or link builder who can help me to generate more quality backlink for site by giving him 1000$/year.
25K is a lot of money, you can hire an SEO for a year or 6months and see how goes the rankings from there, as for the paid links, I don't think I would want to purchase one but rather spend it to hire a writer for a daily content update on blogs and other materials needed during the campaign. And the rest, I might try to put up an adwords account eventually but not during the optimization.
I'll go for PPC, SEO and hire a freelance.
