Large organizations can hire people to manage their online marketing. On the other hand, if someone is just starting a new website, it is best to devote some time to develop a twitter account and find followers.

Outsourcing this for a miniimum amount of money can be done, but don't expect to find that the followers they get are potential clients/visitors. Many of them will just try find followers ANYWHERE, doesn't matter that your offering your services in the U.S. only, they will find japanese and indian followers if that is what it takes to make more money.
