Depending on where you want to advertise, what you might want to spend if anything - the sky is the limit.
I have done almost everything to promote our website. Here are a couple that have worked good and produce traffic on a regular basis.
1. Invest in getting or print some business cards with your website on it.
(besure to enclude your business tagline)
2. Make some flyers and hang them around town.
3. Visit your local SCORE office and network with them to reach your target customers.
4. Offer to speak at local business conventions about your business. (make sure to form a speech about an unaddressed need in your business segment)
5. Print some promotional media i.e. - ink pens, pencils, keychains, etc.
6. Make an effective press release and send to all area newspapers and business publications.
Hope some of these ideas help you grow your business.

Here are some of my usual recommendations:
Create and submit Sitemaps and a sitemapindex file -- In addition to being an excellent way to keep Google/Yahoo/etc. up to date on your sites activity, this will also provide access to Googles' stats, diagnostics and tools to help you increase visibility.
Create and selectively submit RSS feeds. These standard xml feeds should include a Sitemap feed as well as targeted topic feeds. One example might be a targeted feed containing links to your "Products" data sheets.
Join, and actively but intelligently participate in related forums. Avoid submitting posts 'just to get your name on the board', but DO actively monitor a select few forums and submit useful, appropriate posts, responses, articles, etc.
Implement responsible, targeted 'Social Bookmarking' at services such as del.icio.us, digg and furl.
Offer an informative email newsletter. This newsletter can contain items such as; an informative weekly/monthly/quarterly article on a specific relevant topic; detailed information on and links to a featured product or service. Include links and verbiage from your website in this newsletter. Recipients for your newsletter will include:Anyone who has contacted the website and/or requested additional informationDirect Subscription Requests via a secure (anti-spam) online, double opt-in Subscription form.IMPORTANT** This newsletter MUST include active and functional one-click un-subscribe capabilities, and ALL un-subscribes should be automatic, immediate, and strictly honored.Syndicate your content. Anything on your website that is of informational value to visitors looking for your product, information, advice and/or services could be syndicated. This can be done manually, or via software such as Master Syndicator and Master Syndication Gateway - designed to manage multiple syndicated items.
Review, rework and refresh your keywords/phrases. Take an honest look at your targeted keywords/phrase(s). Do they accurately reflect what a real-life searcher would type into a search engine in order to locate products or services such as yours?
Review, rework and refresh your content. Be sure to intersperse targeted keywords and phrases carefully in the content of each page. Optimize content to insure your targeted keyphrase(s) are the first thing a bot sees. (email/PM me for the url to my free, online SpiderSite tool - shows you how a spider/bot sees your website.)
Review, rework and refresh your tags. Go over your site and source code with a fine-toothed comb to insure your site is making optimum use of tags. Be sure ALL your images have relevant and appropriate names and <img alt> tags. All <name> tags should also be appropriate and relevant. And don't forget your <title> tags.
This is not an all-inclusive list, but it's a good start. Each of these suggestions can be implemented individually, however some perform best when used in conjunction with each other.

Try article marketing. Also concentrate on posting fresh relevant content to your site. Advertising is a waste if your customers come to your site and it doesn't give your customer any real value. Make sure when a customer comes to your site that they are going to leave smarter or happier.
Add your site to web directories
Do seo
Write articles about your sites content and include your sites link in your author bio.
Make freebies and have your link attached.
Etc..

I think he means like make a script to give out free or make a bunch of graphics or ebooks anything you can give away and then have your link on it.

I have a site where I offer phpLD template downloads for free. The template has my link in it because I paid to have it coded for me. People are free to use it as long as they keep my link in there.

Yes, that is what I mean. Infact freebies can be one of the best and main sources of traffic if you do it write and if you are in the right niche. For example, Miniclip and FreeOnlineGames give out free games to free online games websites and have their links in them. That gives them a large amount of traffic.

My suggestion: work hard on the content. A good content will attract new and new visitors.
What is a good content?
A good content is one from which your visitors will benefit. Examples:
1. well documented and relevant articles
2. free resources
3. different case studies
Having good content will help in your sites advertising as people are more likely to link to it, you will get more pages indexed within the search engines, you are more likely to get word of mouth happening, etc.
But even though you have well documented and relevant articles, you still have to make sure that they are unique and orignal. Alot of people are building sites using free reprintable articles. This is not the way to go. A good site would have it's own written articles and content, plus it's own design also is an advantage so that it stands out and doesn't look like alot of other sites.

Two schools of thought on content.
One, returning visitors for new content...after a bit, those visitors tend to block out ads.
Two, go for unique one time visitors, they have yet to see the ads.
Keeping a site going with unique content is time consuming, so why do it?
Then most sites do not lend themselves to content (sites selling products, why do so many say there should be articles and content on these types of sites is beyond me).
Not much was said here about a simple and effective way of promoting your website - article marketing. The idea is simple: you write or have someone write an informative, up-to-date article. Create a Resource box where you can place 1-3 links towards your website. Have these links created in html form so that you can use keywords in the anchor text. Send this article to a fair number of article directories, I'd say at least 20-30 to make it worthwhile. If the article is good, it will be posted on all these sites and drive traffic your way through the resource box links. Blog owners will also pick it up and place it on their blogs, so that's even more free links for you!

ANd let me tell you, the crap articles I get every day submitted make me wonder about people.
So here it is:
Write an article that RELATES to your website.
Plain stupid to have an article on diamonds and your resource box is to your site about autos.
Use EXCELLENT english.
Again, disjointed sentences and paragraphs, misspelled words, words that have no meaning or relation to the previous words are a big dumb mistake made by non-english writers.
Make sure if you have someone write an article, that english is their FIRST language.
And lastly, do not have articles that are nothing more than a large AD for your site!
Those are deleted by me at once, and probably by most decent article sites.
I think there will many good way,just find the one fit for you.

Dear, Alot of the Ideas mentioned by the members work manytimes, but as I myself running forums and websites, I would like you to have a look @ Paid Forum Promotion and Forum Advertising services. I am not advertising them but I have found one company making great work in the mentioned field named as Postingpays (Postingpays.com).
They will advertise you on th other forums and can make additions to your own forum as well.

The weird thing is, people come into forums and ask how to promote, where to promote and so forth.
WITHOUT bothering to look at the sections where people are selling links, exchanging links, offering free advertising, paid advertising and so on.
Please, check out the forums HERE if you want to advertise your website.
If you are too lazy to do so, then you are not serious about advertising.
I gave away and still give away a lot of free advertising, and damn few people take me up on it.
Simply because they are not serious, not checking all the sections on this and other forums.
Write articles, and submit them to big article directories like EzinArticles and Goarticles.com.
Search for wordpress blogs with "Dofollow" and comment on them.
Use Social bookmarking sites to drive traffic to your site.
Exchange links with other website owners in your niche.
