My answer is "YES". I have a blog that is hosted for free and it is currently PR4. So all blogs have the chance a have good PR whether it is free hosted or not.

If you optimize your site well then you can surely have a good rank for your website but if the uptime of your site is terrible then it would become difficult to gain good rankings even if the site is perfectly optimized.

it is very possible for free hosting sites to have good Pageranking. What most people do is use those free hostings to pass PR down to their private hosted sites, and it works very well.

Again, it make sense for a total beginner to start out with those free sites and later move on when they are experienced enough to hold their own; and taking the PR juice with them.

Of course it could nauman. There are many great Blogger and Wordpress.com blogs for example.
