I even observes that even high pr websites are ranking below the low pr websites in google.
What is the reason behind?

I guess it would be the quality of a website.. Or the quality links that a website have

In search results it is often possible for a site or link with a lower pr value to show up before one with a higher pr. A lot of factors involved, and we may not be told all of them by google. They are also constantly changing their algorithm. Keywords, backlinks, content, etc., etc.

If you compare ranking from Google with other ranking sites, yes there will be a difference as each have its own algorithms to rank websites.

It is simply because PR has nothing to do with SERP. Google has it's own different algorithm on this two.

Google index a web site using index logarithm and updates link.
