Why Paypal is not working for Pakistan?

Paypal doesn't work with Pakistan because in Pakistan there is a lot of credit card fraud. It would not be profitable if they would constantly receive charge-backs from the credit card companies.

Before Philippines is not in their lists of paypal supporting countries but after so many request from people in our country then paypal is already available at the same time we can already received, withdraw and send I guess Pakistan can be supported if they know that a lot of people are using paypal their but I guess another problem for approval is that too many instances of credit card fraud in your country

Paypal dosnt support pakistan anymore ..You could easily use India paypal with VCC

I think the tariffs are too high in some countries, so PayPal avoids them. I also believe they avoid countries with high rates of fraud.

They will certainly have their reason which relate to profitability of the services provided.

Maybe you want to take a look at alternative payment processor like google checkout.

Probably because of high risk of fraud and because it's politically unstable.
