It depends upon the level from which you wish to start Reselling. If you wish to start from a small scale like purchasing a Reseller plan or a Dedicated server, then you can use the infrastructure and other facilities which are offered by your Hosting provider. If you wish to start your own Hosting company, then you can have your in-house support team to provide Technical support to your customers.

Ultimately, the quality of support clients get will largely determine if they stay with a reseller or look elsewhere. It's always preferable to have it in-house if you can, as that way you will have the most control over it.

In house support is definitely a positive in terms of assuring your customers they will be helped. I heavily advise against going overseas and giving your clients a person with a thick Indian accent to get support.
