What is link wheel? How does it work?

All I know about the link wheel is that search engines hate it – they will surely ban your links if they define that you’re using the link wheel in your practice.

I don't think they will ban your links. Link wheel is not categorized as black hat. Search engine ban links if done in unethical manner or in black hat technique

Good to know, then how we can improve our link building job?

It is a link building process which needs you to do multiple blogging and social networking that link to each other in a circular form like a wheel and all of it linking to your main site.

Link wheels are well organized groups of articles that link to each other and to the money website, and then have links built to them from blogs and profile websites. It is a technique utilizing multiple platforms to interlink articles.
