Yes, I agree with you. All the above things are the basic criteria for most of the on-page optimization to target local rankings.

I am not really sure what do you mean by that, because I have done all steps for several websites that I wanted to rank well locally and they are all on top of the google.

I agree. Those are the factors that may affects your site's ranking in local searches.

Somehow, those factors are still working for geo targeted websites. But there are also some cases that websites rank high in local SERPs even without a country-specific extension

I think it doesn't matter what country the site you're linking came from. Relevancy is more important.

And I think you are talking about the term relevance = relevancy of content. Relevance also means relevance of the links pointing a page which search engines terms as quality of links. Your business title is one of the most important factors for ranking well in the Local search engines. Your title must remain consistent across all data sources, it helps the search engines establish trust in the existence and location of a particular business.

I have done all the mentioned factors and most of my blog post ranks well in local search engine like google. Even I do not build backlinks for these blog posts. But you still have done your keyword research at the first step..
