Yes. On my own sentence ROI means you are getting many clients due to the publicity of your site made through SEO. Publicity from what? on SERP, Social networks and adverts.
ROI cannot be measured by a fix time or amount.
As long as the company increases its sales, that's the moment I can say SEO works and then there's the Return of Investment.
