But if I am not mistaken the site's PR is 0. What good will it do other than to just have a
do follow back link? I mean it is OK with a free submission, but who will pay for it. Not me of course.

I am not a big fan of paid only submission perhaps you should offer a free listing I am guessing you would have a better chance.
