3.They should be all active guys on Twitter or facebook, preferably

The only SEO benefit is when someone sees your post on FB and Twitter, likes it and links to it from his site/blog with dofollow link. Links from Twitter are nofollow so there isn't any direct benefit form them. For success on Twitter it doesn't matter how many followers you have or do you follow them back, the only important thing is how many active followers you have who visit links you post, retweet them or the best: link to them from their sites.
