You could ask....That's a good way to tell....Name familiarity is key..There are literally enough web host providers as there are people who need them....Most are small time, resellers...Which is okay, as long as they offer a good service. I am a reseller, except that I don't resell, I just like having plenty of hosting, and I like the dedicated IP addy's too.

I am not quite sure what you mean by legitimate web hosting. I would have thought most web hosting companies are legitimate, the only issue is whether the are small or large, reliable or not reliable.
Most of the larger hosting companies tends to be more reliable than the smaller one but that is not always the case thought.

nixism seems to be popular where i design.

All the new idiots from my school go to bluehost.

My design teacher swears by netfirms.

    And I'm stuck with 1and1.

Frankly... I don't even have the idea what I'm rambling about..LOL..

What I mean about "legitimate" is in the context of "reliable/trustworthy".. who would want a webhosting run by a bunch of crooks.. I wouldn't.

I mean.. is there a way for a client to check on a webnhosting service before availing of the service ?

    1. License (?!)
    2. Certificates (?!)

I mean, if anything goes wrong, who would you report them to? Their "liabilities to their client" stuff ..

You could always try contacting the hosts and asking them important questions How they respond could tell you a lot about them

I think you can check those famous web sites to see where they are hosted. For eg WTF, just go along with them, you won't be wrong

I search Google for good and bad reviews and anything I can find via a search of their backlinks, it usually tells me enough. I like to look them up in forums too and see how they post and talk to others.
