It would very costly if you are going to buy a server hardware. To know more about server cost you just need to browse official website of dell, HP, Intel, and AMD. IMO, you should buy a dedicated hosting package from any reputable web host. You will get the complete managed solution and ability to sell extra resources on your server. However, choice is yours.
Having your own web hosting business right on your home will cost you a lot. It will entail hardware (server) cost and the connection cost. I would not worry too much about the server cost but the connection cost is a lot more expensive than the hardware cost. The connection must have a dedicated line from your home to your local ISP.

If you custom build one like I did with my provider, the pricing is actually cheaper most of the time because you remove features and resources you never use. If you are talking about building your own computer, it will be costly. The parts required to get the same performance are high end. Also, you need internet service access and many times your ISP will not allow you to use bandwidth like that.
The cost to build a server will vary depending on the configuration you choose. No matter what, remember that when you are finished building it you will have a piece of hardware that will rapidly depreciate in resale value. Most ISP's won't allow you to host a server on a standard home connection, if you are thinking of running it out of your home you would need a "business class" connection, which is considerable more expensive than a standard home use account. If you choose to host it in a Network Operations Center you would need to pay to ship it to them, maybe a setup fee, and your monthly colo fee.
Honestly, for a single server, in the long run it's usually much more cost effective to just rent a server from an established web host.
Well if you are new to web hosting business than I suggest you to obtain Reseller hosting plan to start with. Justhost is offering reliable reseller hosting plan in just $19.95/mon.
IMO, you should opt for a Reseller Hosting plan, so that all the hardware costs are cut-down. All you need is to create your own web hosting plans and sell them at your own prices. All the customer support is provided free of cost to the end-user by your Reseller Hosting provider. You don't have to worry about maintaining, monitoring and managing servers by your own.

You can buy a reliable managed dedicated server at a low cost to start your company

I am definitely with you on the price range. Depending on what specifications and what his needs are, the range could be from a simple set up which costs $100-$300 to a full blown megaserver which will require hundreds and thousands of dollars.
I just recommend buying web hosting the regular way. It costs $33 max per year usually.
