I'm not quite sure what you are asking, if you could clarify what you mean - I might be able to answer.
What I mean to ask that first my site was using a shared IP and google knew my site with that shared IP.. but now my site is on a dedicated IP, so now google will see my site as new and will not consider the old pages or nothing will change?

From others using the IP before you that abused it by using it for SPAM or other abusive uses. You can check to see if your IP is blacklisted through the following sites, I have used these before:

When you purchase a dedicated IP, its not always 'new' - IPs can be, I guess you can call it recycled, in which then be reassigned to someone else. But its not always the case though but it is typical to be done that way. I would suggest if your IP does appear to be blacklisted is to contact the host and request a new IP until you receive one that has not been abused to where its blacklisted but thats just me of course.
The chances of getting a 100% never-used-before IP address is very slim. So, always check with your host about the history of the IP.

I think I should have no problem with this IP, because 99.99999% results are OK

Why would mentioning IP be dangerous? It's less dangerous IMHO than mentioning your domain name.
May be a couple hours of DNS propagation depending on the setup.

Well, I won't effect your google ranking, instead if you opt for dedicated ip address, Google will considered your site more, because google likes dedidcated ip more than the shared IP's. If you are worried about the backlinks you have built for your website, they will still be counted as your site backlinks, just b'coz though the IP address is chaging but the domain will be the same. Having a shared IP may affect your website reputation due to the unknown bad neighbourhood on the same IP address, but having a dedicated IP is an additional advantage.
Basically no, you will not feel any downtime, but it depend on host I think
